The Department of Administration, Facilities Planning & Control has requested FEMA funding for a variety of construction activities at the LSU-HSC Downtown Campus. These activities include the construction of a two-story generator building for the elevation of critical mechanical, electrical, and plumbing equipment; the connection of new generator building to existing buildings by an overhead bridge; the construction of a new bridge between the Clinical Sciences Research Building (CSRB) and Medical Education Building (MEB); the construction of an eight-story addition to the CSRB; and the repartitioning of the interior spaces in the MEB and CSRB buildings. The scope will also include hazard mitigation work on the elevators in the CSRB, and work to flood proof the MEB and upgrade its elevators.

Federal regulations require FEMA, as funding agency, to identify if any of the properties are historic properties (listed in or eligible for listing in the National Register of Historic Places - NRHP); to assess the effects the project will have on historic properties; to seek ways to avoid, minimize, or mitigate any adverse effects to historic properties; and to evaluate the proposed action's potential for significant impacts to the human and natural environment.

FEMA has determined that these construction activities will adversely affect NRHP eligible archaeological resources dating from the 19th and 20th centuries that can be associated with specific properties depicted on historic maps of the city. FEMA proposes to mitigate the adverse effects through Treatment Measures, Archaeological Research Design and Data Recovery Plan and Public Interpretation, included in the 2016 Statewide Programmatic Agreement among FEMA, the Louisiana State Historic Preservation Officer, the Governor's Office of Homeland Security and Emergency Preparedness, and participating Tribes. Any member of the public is encouraged to provide views on how the project may affect historic properties and ways that these effects may be avoided, minimized, or mitigated.

FEMA requests comments from any member of the public by April 18, 2017.
